Các tổ chức quốc tế như Cơ quan Phát triển quốc tế Hoa Kỳ (USAID) hay Chương trình phát triển Liên Hiệp Quốc tại Việt Nam (UNDP Vietnam) đã và đang thực hiện những chương trình nhằm đánh giá chất lượng của bộ máy công quyền, từ đó giúp Chính phủ Việt Nam hay các địa phương nhận ra được ưu, khuyết điểm từ bộ máy của mình. Rõ ràng, chỉ số năng lực cạnh tranh cấp tỉnh (PCI) hay chỉ số hiệu quả quản trị và hành chính công cấp tỉnh (PAPI) đang chứng tỏ được mình là những chỉ báo đáng tin cậy. Các địa phương miền Trung đang chưa đạt được những kỳ vọng về phát triển kinh tế, bộ máy và thể chế chưa hoạt động hiệu quả là một trong những lý do được tìm ra. Thực tế cho thấy, PCI và PAPI đang giúp các địa phương trong khu vực biết cần cải thiện gì, cụ thể các địa phương có điểm số cao đang có được những bước phát triển vượt bậc, tuy nhiên vẫn tồn tại câu chuyện ngược lại ở một vài địa phương khác.
