Kế hoạch xây dựng Đề án “Chiến lược xây dựng và hoàn thiện Nhà nước pháp quyền xã hội chủ nghĩa Việt Nam đến năm 2030, định hướng đến năm 2045” là một kế hoạch Đề án quốc gia có tầm vóc rộng lớn, có tính thời sự cao, thể hiện tính bức thiết cả về tư duy lý luận và thực tiễn. 12 nội dung nghiên cứu với 28 chuyên đề chuyên sâu triển khai cho thấy Kế hoạch xây dựng Đề án hướng tới xây dựng một mô hình tổ chức và hoạt động của Nhà nước pháp quyền xã hội chủ nghĩa Việt Nam; khẳng định sự lãnh đạo của Đảng Cộng sản Việt Nam; hoàn thiện cơ chế bảo vệ Hiến pháp; xây dựng các chiến lược cải cách tư pháp, chiến lược cải cách hành chính, chiến lược xây dựng và hoàn thiện hệ thống pháp luật Việt Nam… Để góp phần làm rõ cơ sở lý luận và thực tiễn của triển khai Kế hoạch xây dựng Đề án, dưới giác độ khoa học pháp lý cần duy danh định nghĩa tường minh hơn một từ khóa quan trọng nhất của Đề án là “Nhà nước pháp quyền”. Việc làm rõ khái niệm này có ảnh hưởng trực tiếp tới thành công và chất lượng thực tế của triển khai xây dựng Đề án.
