53432Nông nghiệp xanh tại Ghana và Nam Phi - Hàm ý cho Việt Nam
Ghana là một trong những quốc gia có tỷ trọng nhập khẩu hóa chất nông nghiệp cao nhất châu Phi. Có đến bảy loại thuốc trừ sâu bị cấm trên toàn thế giới được sử dụng ở Ghana. Chính phủ Ghana cũng triển khai nông nghiệp xanh trên phạm vi cả nước thông qua bộ tài liệu về “Ghana Goes Green” hướng dẫn cách thực hành nền kinh tế xanh nhằm đạt được mục tiêu phát triển bền vững thích ứng với biến đổi khí hậu. Tại Nam Phi, cùng với năng lượng, quản lý tài nguyên, giao thông thì nông nghiệp là một trong bốn trọng tâm trong mô hình kinh tế xanh của Nam Phi được thông qua vào năm 2011. Việt Nam cũng đang triển khai nông nghiệp xanh tại một số tinh thành như: Bình Phước, Tp. Hồ Chí Minh, Cần Thơ, Kiên Giang, Quảng Bình... bước đầu đem lại những tác động tích cực đối với nền nông nghiệp. Bài viết phân tích, so sánh và khái quát về thực trạng triển khai nông nghiệp xanh tại Ghana và Nam Phi, qua đó rút ra bài học kinh nghiệm cho Việt Nam trong tương lai.

Bài viết nêu ra tác động của vấn đề này có thể được giảm bớt nếu: (i) Năng suất lao động trong khu vực nông nghiệp tăng tương ứng với năng suất công nghiệp. Tuy nhiên tiếp nhận chuyển giao công nghệ sản xuất kém, tỷ suất lợi nhuận thấp, khó khăn trong việc hình thành quy mô sản xuất lớn làm chậm tốc độ tăng năng suất; (ii) Sự chuyển dịch lao động giữa các khu vực kinh tế là thuận lợi mà phụ thuộc rất lớn vào mô hình công nghiệp hóa của từng quốc gia; (iii) Những phản ứng chính sách phù hợp với đặc thù của từng quốc gia như: giảm thuế xuất khẩu nông nghiệp, gia tăng bảo hộ nông nghiệp nội địa, di dân từ nông thôn ra thành thị, hỗ trợ sản xuất hàng nông nghiệp.
